Yeah, definitely agree with your comments here. I've tried over and over again to do link exchanges with high PR sites, and they just aren't interested, unless you're a PR4-PR9. Like you said, way, way easier to buy backlinks on high PR pages. But I prefer to do it manually on a case by case basis, rather than using a broker.
